A treaty designed to stop the Americans joining with the French during their war with Britain in 1795 has gone missing on board the mail ship taking it to Philadelphia. There are two murders on board, and Jago, a disgraced member of the Foreign Office, determines to find the murderer. Someone on board is guilty, and far too many of them have potential motives. If Jago does not act swiftly he might be the next victim.
